Count Us In aims to promote the mental health and emotional well-being of young people with learning disabilities. The report addresses ways of supporting young people to be emotionally strong, through education, support for young people with learning disabilities and their families, friendships and advocacy. Issues such as bullying and abuse are also examined. It also explores ways services should work together to respond to the needs of those young people who experience mental health problems.

Green Light is a framework and self audit toolkit for improving mental health support services for people with learning disabilities in the UK. It provides a picture of what services should be aiming to achieve, including quality outcomes, and a self assessment checklist. It is aimed at Mental Health Local Implementation Teams and Learning Disability Partnership Boards. (Foundation for People with Learning Disabilities, May 2004).  Green Light has two parts. The two parts go hand in hand and can be downloaded from the Valuing People Support Team website:

• Quality in Mental Health - Your Views
  Report on Stakeholder Consultation on Quality in Mental Health Services. Mental Health Commission Ireland (January 2005).
  The Mental Health Commission plans to develop and implement a quality framework for mental health services in Ireland. The framework will be used by the Commission to support continuous improvement in the quality of mental health services. As a first step in developing the quality framework, The Mental Health Commission engaged Prospectus to design and manage a consultation process aimed at gathering the views and perspectives of all stakeholders as to what constitutes quality in mental health services. The quality framework will build on and encompass these different perspectives. This report describes the findings from the consultation process, conducted over the period May – August 2004.
• The Mental Health Research Network is a strategic initiative, established by the Mental Health Commission, to support and promote national and international research links. This new and exciting innovation aims to connect the mental health research community, to share the valuable resource of knowledge and to create an awareness of the skills and expertise which are available to all researchers.  The Commission invites all stakeholders within the mental health sector with an interest in research, as well as international mental health researchers, to register with the network.
• The Irish Mental Health Research Database aims to record all mental health research, published or unpublished, in Ireland post 2000. The development and expansion of this database will tap into a rich vein of information and move research from the periphery to the centre of service delivery and policy development within the mental health sector in Ireland.  The Mental Health Commission invites you to submit details of current or completed research.

The Northern Ireland Association for Mental Health strives to: Provide services to the highest possible standard of excellence to people with mental health needs; Press for high standards in the provision of mental health services; Promote mental health through the provision of information, education and other initiatives; and Partner with other interested agencies and parties, nationally and internationally.

• The Bamford Review of Mental Health and Learning Disability (Northern Ireland). The final report, which examines the law, policy and provisions which affect people with mental health needs or a learning disability in Northern Ireland, is due to be published in May 2006.
• The Review of Mental Health & Learning Disability (NI):  A Strategic Framework for
  Adult Mental Health Services, June 2005.  This first report from the Review set out a vision for adult mental health services for the next 15 to 20 years (273 pages).  An Executive Summary of the report is available here.
• We have a dream…  Messages from people with a learning disability to the Review.  The Equal Lives Group was set up to give advice to the Review of Mental Health and Learning Disability (NI). The Review is made up of people who are writing a report for the Government about how people with a learning disability should be supported in Northern Ireland.   The members of the Equal Lives Group wrote this report after meeting with many people with a learning disability and getting ideas from other groups in Northern Ireland.  (January 2004)
• Focus on Families: Messages from family carers.  This report has been prepared to highlight issues that family members who support a person with a learning disability have said need to be addressed in the Review of Mental Health and Learning Disability (NI). (Januayr 2004)
• Challenges of Complexity: Issues from People with a Learning Disability and Complex Needs, Their Carers and those who work closely with them.  This report was prepared by a group of professionals working with adults who have a range of learning disabilities.  They consulted with service users, families, staff and other advocates, and have highlighted some specific issues relevant to people with a learning disability and complex needs and their families. (2004)
• Consultation for people with a learning disability and for carers on the Committee’s draft report ‘Equal Lives: Review of Policy and Services for People with a Learning Disability in N. Ireland’.

• The World Health Report 2001:  Mental Health: New Understanding, New Hope (169 pages)
• The WHO Resource Book on Mental Health, Human Rights and Legislation brings together important information on international human rights standards related to mental health. It provides practical guidance on key issues that governments need to consider and incorporate into their national mental health laws, as well as useful strategies to facilitate the development, adoption and implementation of the laws (2005).  (199 pages).
• Human Resource and Training in Mental Health:  This Module provides a comprehensive approach to human resources and training for mental health in countries. It includes guidance on the development of a human resource policy for mental health and provides a coherent framework for workforce development (2005).  (142 pages)
• Promoting Mental Health: Concepts, emerging evidence, practice (Full Report).  The Report aims to bring to life the mental health dimension of health promotion. Like health promotion, mental health promotion involves actions that allow people to adopt and maintain healthy lifestyles and create living conditions and environments that support health. This book describes the concepts relating to promotion of mental health, the emerging evidence for effectiveness of interventions and the public health policy and practice implications (2005).  (310 pages)
