Service Level Arrangements

Statutory responsibility for the provision of services to people with an intellectual disability rests with the Health Services Executive (HSE). The HSE either provide services directly or engage with voluntary organisations who can provide the services on their behalf.

When a voluntary agency is engaged to provide services on behalf of the HSE, the HSE discharges its responsibility via a Service Level Arrangement.

In accordance with the terms of 'Enhancing the Partnership' (1996) the voluntary organisations providing services to people with intellectual disabilities are fully accountable for the funding they receive whilst retaining their operational autonomy.

In late 2013, the HSE worked in collaboration with the voluntary disability sector in carrying out a full review of the Service Level Arrangement Template. The templates are currently being reviewed and the updated versions will be uploaded shortly. 

There are numerous procedures, policies, codes of practice and guidance documents required by the HSE in the context of SLAs which we have outlined in documents below which we hope will be of assistance to member organisations in completing their SLAs.  The National Federation would like to acknowledge with thanks the excellent work carried out by Rita Lavelle, Western Care Association in the compilation of this index.
