The Director General Designate of the Health Service announced on Friday 17th May 2013 that the Public Appointments Service (PAS) has recently concluded a recruitment process for new National Directors and a Chief Financial Officer of the Health Service.
National Directors
The appointment of five National Directors, following a confined PAS competition which commenced on January 21, 2013, has been confirmed on an initial designate basis pending the enactment of the new HSE Governance legislation. This process leads to a revised HSE Management Structure planned in conjunction with the new governance arrangements provided for in the Health Service Executive (Governance) Bill, 2012.
The following senior health managers have been appointed to the five posts, and will take up their new posts when the governance legislation is enacted for a term of three years.
• Mr Ian Carter - Acute Hospitals
• Mr John Hennessy - Primary Care
• Mr Stephen Mulvany -Mental Health
• Mr. Pat Healy - Social Care
• Dr Stephanie O’Keeffe -Health & Wellbeing
The five Directors are now Directors Designate and will be participating in the process of finalising the design of new structures prior to taking up post.
Mr Pat Healy
Pat Healy has been appointed Director of Social Care.
With more than 20 years of management experience in the health service, Pat has worked in a number of senior management roles delivering health and personal social services across the South of the country. These involve services to the more than one million people who live in the HSE South area of Wexford, Carlow, Kilkenny, South Tipperary, Waterford, Cork and Kerry.
Most recently as the Regional Director of Operations for HSE South, Pat, from Cork, has been accountable for all health and personal social services, community and acute hospitals, primary care, elderly, disability and mental health services.
Pat has led the team in HSE South in delivering significant reorganisation of the Acute Hospital services, implementation of Vision for Change within the Mental Health service as well significant development of the Older People and Primary Care services in the region.
Pat previously worked as Assistant National Director for HSE South when he played a lead role nationally in the development of Services for Older People and Social Inclusion Services aimed at ensuring equity of service for those who are disadvantaged
A former Director of Disability Services and later General Manager for West Cork, Pat became Programme Manager for community services in Cork and Kerry in 2002; going on to become Chief Officer for the health services in Cork and Kerry in 2005
Prior to joining the Health Service, Pat worked for Cork City Council and remains passionate about reforming public services and engaging with service users and staff, community and voluntary organisations and public representatives in delivering responsive high quality services to local communities.
