This report looks at resource allocation of disability funding; it describes the current resource allocation system for disability funding in Ireland and examines the funding mechanisms operating in other international jurisdictions. It concludes with consideration of the issues regarding the implementation of standardised resource allocation processes in Ireland. In particular, it reviews the literature on three resource allocation systems – In Control’s RAS, used widely in the UK; The Supports Intensity Scale, used widely in intellectual disability services in the US; and the I-CAN developed in Australia
