Skill Development

Background

The training and development initiatives of the National Federation are focused on supporting the on-going development and skill enhancement of personnel employed across National Federation of Voluntary Bodies member organisations. In a time of constant change, a focus on a comprehensive and strategic approach to the development of training, learning and education initiatives is paramount. The priority actions being implemented by the National Federation of Voluntary Bodies are set within the overall context and objectives of the Action Plan for People Management (APPM). The APPM was launched in 2002 and it aims to provide a road map for people development within the health and social care sector. The National Federation’s Training and Development Sub-Committee acts as the central conduit through which APPM related initiatives are developed and realized. The National Federation of Voluntary Bodies continues to develop links with the HSE Performance and Development Function which aims to develop a high performance culture and a highly competent and motivated workforce within the HSE to ensure efficiency and excellence in service delivery.

The National Federation’s Training & Development Sub-Committee meets on average 4 times per year with members of the Committee continuing to share their considerable expertise in relation to the promotion of best practice in a range of training and development related areas. The Sub-Committee is chaired by Brendan Broderick, Sisters of Charity of Jesus & Mary, and it acts a co-ordination point for a range of training and development actions that are undertaken by the National Federation of Voluntary Bodies.

Terms of Reference of Sub-Committee

The terms of reference of the Training and Development Sub-Committee are to:

  • Advise the Board of the National Federation of Voluntary Bodies on recommendations to meet the learning requirements of staff of member organisations through education, training and development.
  • Facilitate the identification and prioritisation of and plan appropriate responses to the education, training, development and learning requirements of member organisations.
  • Influence the provision of options and resources to address the education, training, development and learning needs of member organisations.
  • Act as a network, to share information and resources regarding staff training and associated human resource related matters.
  • Develop national criteria for standards in education, training, development and learning across a wide variety of priority roles.
  • Provide a programme of activities to meet education, training, development and learning needs.
  • Review education, training, development and learning course content to ascertain consistency with core principles and ethos of National Federation of Voluntary Bodies.
  • Ensure that the specific staff training and development interests of the non-statutory bodies are understood and included in people management planning at a corporate level in the regional health authorities.
