The guiding principle which has underpinned the planning and delivery of services and supports to people with disabilities over the past 10 years in particular, is that people with disabilities be given the opportunity to live as full a life as possible.

The Convention on the Rights of Persons with Disabilities received its 20th ratification on 3 April 2008, triggering the entry into force of the Convention and its Optional Protocol 30 days later.

On 5th December (International Volunteers Day) 2007, an alliance of major European NGO networks with a particular interest in volunteering met at CEV's offices to begin developing a strategy towards having 2011 declared the European Year of Volunteering.
