Invitation to Tender: LAMH Strategic Review and Business Plan
LÁMH is a manual sign system designed for children and adults with intellectual disabilities and communication needs in Ireland in operation since 1982.

In 1999, LÁMH formed a company limited by guarantee with Board of Directors, with the company name, Communication Augmentation Signing System (CASS). In 2002, ongoing funding was secured from the Dept. of Health & Children (DOHC), and LÁMH is also a registered charity. In planning for the future of LÁMH, the Board has done an initial review, and now wishes to commission an independent consultant to conduct a Strategic Review & 5 year Business Plan for the company.
Currently, LÁMH is governed by a voluntary Board of Directors, with one employee, the Development & Liaison Officer. For past 2 years, the Open Training College has been contracted by LÁMH to provide management and support to the LÁMH Development & Liaison Officer and LÁMH developments.
The Board of Directors wishes to develop LÁMH as a:
- national, sustainable and financially viable initiative
- dedicated to continuing the development of a vibrant, living communication system
- standardised to maintain consistency, quality and integrity, which is cutting edge and responsive to needs in a timely and appropriate manner & ensuring good practice in assessment and implementation in order that the experience of end users is positive.
- These will provide the Board with clear direction and guidance in the form of a report, to achieve this vision with reference to governance, management and operations, and more specifically to the following components:
- Development – getting cutting edge, keeping LÁMH current and relevant
- Organisation structure
- Communications (branding, identity, promoting, proactive messaging)
- LÁMH-specific expertise (Tutors, etc)
- Financial (planning, revenue generation, control and compliance)Patenting / Licensing etc.
